Tuesday we discussed the question of the
application for passports for wives of
recruits from Ceylon, and you told me that
at any rate until conscription was extended
to British subjects in the Colonies, it was
not desired that any recruits should be
accepted if they made it a condition that
their wives and families should come to
this country. A question of the same sort
may possible arise in Hong Kong where
British subjects are being conscripted under
a local Ordinance for active service. We
have not yet got the terms of the Ordinance
but a telegram, of which a copy is enclosed,'
will give you an idea of what the general
provisions will probably be. It appears)
from the War Office letter of the 16th of
May, No. 27/General Number/6889 (A.G.13c)
that these Hong Kong recruits are to be
sent to India for training. Further the
Governor of Ceylan is proposing to pay
separation allowances to the families.
